WSIS+10 and Beyond: Enhancing Multi Stakeholder Engagement in Internet Governance

In 2015, the United Nation’s General Assembly will review the World Summit on Information Society [WSIS] Implementation, as WSIS achieves its 10th anniversary. This review has already benefitted from UNESCO, ITU, and CSTD contributions, and now, the UN General Assembly [UNGA] is set to evaluate its progress and decide its future for how WSIS and Sustainable Development Goals [SDGs] will merge or co-exist in the post 2015 development agenda. The UNGA has, via its resolution 68/302 defined the outlines for the process of inclusion of stakeholders in the WSIS +10 Review. This process includes opportunities to engage in both substantive online contributions and in person with stakeholders. IGF-USA WSIS+10/Internet governance for post 2015 session is a town hall approach that will hear from experts in brief statements, and then engage in a 60 minute town hall session providing feedback on the WSIS+10 Review document, the UNESCO Connecting the Dots Study, the ITU facilitated Outcomes Document from high level event, and on other aspects of engagement in the WSIS +10 processes.

thrushPeter Dengate Thrush (@pdengatethrush) is a barrister specializing in Internet law, intellectual property, and competition. Mr. Thrush is the former Executive Chairman of Top Level Domain Holdings Ltd., which is the parent company of Minds + Machines. He is a former Chairman of the Board of Directors of ICANN, a position he held from November, 2007 until June, 2011. Peter has shaped the development and growth of the Internet naming system, while fighting for an open, unrestricted and multi-stakeholder model of governance. He believes that keeping the Internet available to all, and allowing everyone – engineers, users, civil society and governments – affected by the Internet, to participate in the making of its policies, has been the key to its phenomenal, empowering global spread and rapid success. At ICANN, Peter led the process to replace US Government oversight of ICANN with accountability to the global Internet community, and oversaw the introduction of sweeping policy, administrative and technical innovations that are cumulatively the biggest changes to the Internet since its inception. He has also chaired international meetings and working groups and given keynote addresses in approximately 80 cities in 70 countries.

denardisLaura DeNardis (@LauraDeNardis) is a scholar of Internet architecture and governance and a Professor in the School of Communication at American University in Washington, DC. The author of The Global War for Internet Governance (Yale University Press 2014) and other books, her expertise has been featured in Science Magazine, The Economist, National Public Radio, New York Times, Time Magazine, Christian Science Monitor, Slate, Reuters, Forbes, The Atlantic, and the Wall Street Journal. Dr. DeNardis is an affiliated fellow of the Yale Law School Information Society Project and previously served as its Executive Director. She is a Senior Fellow of the Centre for International Governance Innovation and holds an international appointment as Research Director for the Global Commission on Internet Governance. She holds an AB in Engineering Science from Dartmouth College, a Master of Engineering from Cornell University, a PhD in Science and Technology Studies from Virginia Tech, and was awarded a postdoctoral fellowship from Yale Law School. 

mariangordonMarian Gordon represents the US Department of State CIP activities affecting the development of international policy in several global fora, including CITEL, a part of the Organization of American States (OAS), the International Telecommunication Union (ITU), UNESCO, and UN CSTD. More recently, she has been convening multi stakeholder consultations related to activities of these intergovernmental organizations and their implications for stakeholders, including the WSIS+10 review. Previously she served as Senior Attorney at the Federal Communications Commission, preceded by a stint as a Patent Examiner at the US Patent and Trade Office, and as Law Clerk to a Circuit Judge at the US Court of Appeals for the Federal Circuit in Washington, DC. She holds degrees in electrical engineering and law.

ngyuenCarolyn Nguyen is a Director in Microsoft’s Technology Policy Group, responsible for policy initiatives related to data governance and personal data management. She works to shape relevant long term technology policies globally in these areas by engaging with stakeholders, and raising awareness of potentially disruptive impacts of emerging technologies, such as big data and the internet of things, on existing social, economic, and policy frameworks. She works at the intersection of these disciplines, taking a holistic approach to policy and developing a supporting evidence base that can inform and steer policy makers and other stakeholders towards innovations in policy. Prior to joining Microsoft, Carolyn held a number of positions with Research in Motion, Avaya Communications, Lucent Technologies, and Bell Laboratories. Her experience includes a range of business and technical responsibilities in developing and bringing to market innovative telecommunications solutions globally. Carolyn received her Ph.D. from the Center of Telecommunications Research at Columbia University, and completed Executive Business Management Programs at Harvard Business School and London Business School.

rossiniCarolina Rossini (@carolinarossini) currently serves as the Vice President for International Policy and Strategy at Public Knowledge. She is a Brazilian lawyer with over 15 years of experience in Internet and intellectual property law and policy. Previously, Carolina was a Project Director at New America Foundation’s Open Technology Institute, the International Intellectual Property Director at Electronic Frontiers Foundation (EFF), and a Fellow at the Berkman Center at Harvard University. Back in Brazil, she worked at Terra Networks S/A (the ISP of Telefonica Group) as an in-house counsel and for the Center of Technology and Society (CTS) at FGV Law School, as a lecturer and Clinical director. Alongside her work at PK, she is a Global Partners Digital International Associate and an X-Lab fellow for New America Foundation. She sits in the Advisory Boards of Open Knowledge Foundation for the UK and Brazil, Instituto Educadigital, and InternetLab, both in Brazil, and for the IDRC ROER4D Research Network (http://roer4d.org/). She is a LLM in Intellectual Property from Boston University, a MBA from Instituto de Empresas-Spain, a MA in International Economic Negotiations from UNICAMP/UNESP, and a JD from University of Sao Paulo – USP.

shearsMatthew Shears leads the Global Internet Policy and Human Rights Project at the Center for Democracy & Technology (CDT). Matthew has represented CDT at the World Conference on International Telecommunications (WCIT), the World Telecommunications Policy Forum (WTPF) and the World Summit on the Information Society (WSIS) +10 review. He has also participated in the Internet Governance Forum (IGF), the Freedom Online Coalition and, most recently, the Brazil NETmundial meeting. Prior to CDT, Matthew was the Internet Society’s first Public Policy Director, a member of the UN Secretary General’s Multi-stakeholder Advisory Group on Internet Governance and has worked for AT&T, Seattle-based broadband satellite start-up Teledesic and Cisco Systems. A UK national, he received his MSc in European Studies from the London School of Economics and his BA in International Affairs from George Washington University.

marilyMarilyn Cade (@MarilynCade) is the Principal and CEO of mCADE, ICT Strategies, providing strategy and advice in Internet governance, Internet policy, cyber security, global IP networking services and related policy issues. Cade focuses on policy activities that promote economic growth and sustainability in developing countries, bridging the interests of global corporations with businesses from developing and emerging economies and in advancing their concerns in global fora. Her background includes US State Government, non-governmental organizations, corporate business, and start up initiatives within a major global corporation.. She is actively involved in initiatives focused on global economic recovery; Internet Governance and post WSIS activities, organizing and representing industry perspectives on Internet Governance at the Internet Governance Forum, ICANN, ITU, WSIS Forum, CSTD, and UNESCO. Cade has extensive expertise in multilateral organizations, such as the ITU, OECD, APEC, ICANN. In 2014 and 2015, she was appointed by the UN Secretary General to the IGF Multi-stakeholder Advisory Group.

thejudithJudith Hellerstein is the Founder and CEO of Hellerstein & Associates, www.jhellerstein.com, a research consultancy specializing in opening up telecom and technology opportunities worldwide.  Judith has over twenty years experience in developing policies, regulations, building regulatory capacity, strategy development, and on Internet Governance issues having worked on several high profile projects while she was at the International Bureau of the Federal Communications Commission, MCI Communications, and Former Vice President Gore’s Reinventing Government office before founding her firm. She conducts research and analysis on Internet Governance, tracking of Internet policy issues, ICT regulations and telecom and competition policy issues. Judith advises private sector companies, Governments, and multilateral organizations on Internet Governance, policy consulting, regulatory reform, regulatory capacity building, broadband strategy, competition policy, e-government assessment, convergence and its impact on regulatory frameworks, and Intellectual Property. Judith has written extensively on telecommunications, competition policy, Internet Governance, broadband access & development, and convergence strategies. She has worked with actors across stakeholder groups in the Internet ecosystem to develop and manage Internet-related projects and campaigns. Judith helps clients keep current on states of affair across the many areas that Internet Governance and Policy issues are debated and discussed, monitoring & tracking developments, providing analysis, and intervening if desired.
