IoT: The Glue of Critical Infrastructure, Or Is It?

Billions of Internet of Things (IoT) devices may be embedded in systems or elements of critical services – including, for example, power, information and communications technology, and emergency response. Sectors such as these share dependencies that are meaningful to public safety and national security.
As the war in Ukraine creates an abrupt rise in cyber risks, and global events trend toward uncertainty, IoT security – as an element of critical infrastructure security – has never been more important. At the same time, profit-driven criminals may target IoT in critical infrastructure, with public safety implications.
Our panel of experts will discuss how industry and governments across the globe can cooperate on standards and initiatives to push back against the tide of malicious cyber activity and safeguard critical infrastructure against IoT-based vulnerabilities.
Chris Boyer
VP of Global Security & Technology Policy, AT&T
Chris Boyer is Vice President of Global Security and Technology Policy at AT&T Services, Inc., where he is responsible for developing and advancing the company's global policy positions related to cybersecurity, national security and technology policy. Mr. Boyer works closely with the AT&T Chief Security Office and AT&T Technology and Operations to address policy issues at the intersection of emerging technology, cybersecurity and national security. In his over 25-year career with AT&T Mr. Boyer has performed a variety of roles including positions in the company's corporate public policy, network planning and engineering, product marketing and network services departments. Mr. Boyer has also served in numerous external roles including as AT&T’s point of contact with the National Security Telecommunications Advisory Committee (NSTAC), a Federal advisory committee to the President on issues related to national security and emergency preparedness; former Chair of the National Institute of Standards and Technology (NIST) Information Security and Privacy Advisory Board (ISPAB); Founder and Chairman of the Open RAN Policy Coalition and co-chair of the Intelligence and National Security Alliance (INSA) critical infrastructure committee. He also is the former Vice-Chair and serves on the Executive Committee of the Communications Sector Coordinating Council (CSCC) which conducts planning activities on behalf of the communications sector with the Department of Homeland Security.
Wayne Jacobs
Special Agent in Charge, FBI
Mr. Jacobs joined the FBI as a special agent in 2003 and was assigned to the New York Field Office to work government and financial fraud and, later, violent crimes and gangs. He was promoted to supervisory special agent in 2014 and transferred to the Criminal Investigative Division (CID) at Headquarters (HQ). During his time at HQ, Mr. Jacobs also served in the acting roles of Unit Chief for the International Violent Crimes Unit and Special Assistant to the Assistant Director of CID. In 2016, he was named a violent gangs task force squad supervisor in the Los Angeles Field Office. In addition to his role as squad supervisor, Mr. Jacobs served as the program coordinator for the Violent Gangs threat where he oversaw seven (7) Safe Streets Task Forces. In 2018, Mr. Jacobs was promoted to assistant special agent in charge of the Mission Support Branch of the Newark Field Office. In this role, Mr. Jacobs managed the field office’s administration and human resources, training and recruitment, technical and financial operations, outreach and security, and other programs. Mr. Jacobs was named section chief of the Counterintelligence Division’s Counterintelligence Training and Strategy Section in December of 2019 where he led the National Counterintelligence Task Force (NCITF) as part of the Counterintelligence Division at FBIHQ. Mr. Jacobs currently serves as the special agent in charge for the Washington Field Office’s Criminal and Cyber Division and has served in this role since September of 2021. Mr. Jacobs earned a bachelor's degree from the University of Delaware and a master's degree from Columbia University. Before he joined the FBI, he was a trading systems analyst.
Elaine Newton
Senior Director, Oracle
Elaine Newton is a Senior Director at Oracle and leads the Global Standards Policy and Compliance team. Previously, Elaine worked for more than 11 years for the National Institute of Standards & Technology (NIST) where she was most recently served as the Standards Lead for Applied Cybersecurity. Newton earned a BS from Georgia Tech and MS and PhD degrees from the Engineering and Public Policy Department at Carnegie Mellon University.

Paul Eisler
Senior Director, Cybersecurity, USTelecom
Paul Eisler is Senior Director of Cybersecurity at USTelecom – the Broadband Association, Cybersecurity Co-chair of the U.S. Communications Sector Coordinating Council, and Secretariat Member of the Council to Secure the Digital Economy (CSDE). As an attorney licensed in D.C. and Maryland, he has represented domestic and global technology leaders for more than a decade. Paul is the principal editor of numerous CSDE reports that aim to harmonize global policy and security best practices, including the International Botnet and IoT Security Guide, updated annually and recognized among the world’s most significant cybersecurity agreements; the IoT Security Policy Principles, endorsed by 27 leading ICT organizations to inform policymakers about constructive approaches to legislation and regulations; and Cyber Crisis: Foundations of Multi-Stakeholder Coordination, which received praise from CISA for identifying incident response capabilities in 12 high-stakes scenarios involving national security and public safety. Paul received his law degree with honors from American University Washington College of Law, where he served on the American University Law Review and, at age 20, was distinguished as the law school’s youngest J.D. candidate. He also worked for his alma mater as Legal Research Fellow, concentrating on economic policies of the European Union.
