Submission: What happens when Presidents, Vice Presidents, and Prime Ministers provide real "Digital Leadership"? Today, most of the thorniest digital policy issues have been unresolved because within each national government, agencies have competing agendas. What can we learn from countries (including the U.S.) where top polotical leaders have forced the consensus needed to craft clear digital policies?
