Submission: I suggest to discuss the feasibility and paths toward building an inclusive international regulation framework of artificial intelligence. Currently, the benefits generated by AI are mostly shared among developed countries, while the risks tend to go to developing countries and under-developed countries. Unequal distribution of AI-related benefits and risks is likely to lead to "geopolitization" of artificial intelligence. Therefore, I suggest that the IGF-USA organises a panel to investigate the opportunities to build an international regulation framework of AI, such that AI becomes a technology that buttresses global solidarity in the long term.
